    In 2019, homelessness in Austin was the Austin American Statesman’s top story of the year.  With the goal of ending homelessness in Austin, various organizations have turned to other cities for ideas.  New concepts providing temporary shelters, permanent housing, or employment with housing could be implemented in Austin.  How could these concepts affect people experiencing homelessness in Austin and what should we learn from other cities during implementation?

    Speakers

    Andrew Helmer

    CEO, Shelters to Shutters

    Andy Helmer joined Shelters to Shutters (S2S) in 2016 with twenty plus years of leadership experience in a wide variety of organizations ranging from start-up technology companies to larger publicly traded corporate environments. As CEO of S2S, Andy set a new strategic direction of the organization and implemented a process of organizational renewal and program expansion. As a result, S2S has grown to a non-profit leader in transforming individuals and families in 12 cities. Placing an emphasis on developing a programmatic approach to candidate hiring and expansion, the organization has significantly accelerated its impact growing its non-profit partners from 31 to over 100 and more than tripling the number of industry partners to 43. Most recently prior to joining S2S, Andy served as Senior Vice President of Data Solutions for Neustar, a publicly traded data and analytics technology company. There he oversaw the growth of revenues from $442 million to more than $750 million and developed and executed strategic sales plans for all three of Neustar’s business lines; Data Solutions, Security Services, and Marketing Services. Andy has a Bachelor of Arts in Business & Political Science from the University of Pittsburgh in Pittsburgh, Pennsylvania. He grew up in Lancaster, PA and now resides in Oakton, VA with his wife Katie of twenty years and daughters, Kinsley (17) and Bryce (14).

    Bill Brice

    Vice President, Investor Relations, Downtown Austin Alliance

    Bill works to enhance relationships with all member property owners and key stakeholders, to strategically expand the Public Improvement District, and to develop and implement strategies to broadly address the needs of people experiencing homelessness. Before joining the Downtown Alliance team in 2003, Bill served as a YMCA executive director and as director of special events and communications for the Vail Valley Tourism and Convention Bureau.

    Darilynn Cardona-Beiler

    Director, Adult Behavioral Health Systems, Integral Care

    Darilynn Cardona-Beiler is the Director of Adult Behavioral Health Systems for Integral Care. With over 20 years of experience in health care, social services and community mental health, she has served in various leadership capacities throughout her career. Her service has centered on the indigent, homeless, and underserved populations. Darilynn has applied her focus to individuals living with serious mental illness, co-occurring substance use disorders, and chronic medical conditions through evidence-based and innovative care. She has developed and implemented many homeless service programs and housing developments including Terrace at Oak Springs, the first single site Housing First apartment community in Central Texas serving individuals experiencing chronic homelessness. Darilynn worked as an expert in the development of the federal Substance Abuse and Mental Health Services Administration Permanent Supportive Housing Tool Kit. She is currently working to expand housing as a health care intervention, end homelessness, and to increase access to mental health care to serve all those in need.
