Joe Basham specializes in construction law and is Board Certified® in Construction Law by the Texas Board of Legal Specialization. He represents owners, developers, general contractors, subcontractors, architects, and engineers, focusing on contract drafting and negotiation, dispute management and avoidance, and dispute resolution, including mediation, litigation, and arbitration. Mr. Basham graduated from Texas A&M University, cum laude, in 1998, with a Bachelor of Science degree in Construction Science. He earned his J.D. from Texas Tech School of Law Order of the Coif, magna cum laude, in 2002. Prior to joining Allensworth & Porter in 2002, Mr. Basham was a member of the Texas Tech Law Review and the Technology Editor from 2001-2002. Mr. Basham served the City of Rollingwood as an Alderman from 2012-2017 and was the President of the Rollingwood Community Economic Development Corporation. He is on the board of the Building Enclosure Council of Austin.

David Stauch graduated from Texas A&M University with a degree in Building Construction and is the founder / managing principal of Capital Project Management located in Austin, Texas. Over the past 35+ years, Mr. Stauch is responsible for the leadership in construction projects totaling well over $2 billion. In addition, Mr. Stauch maintains a successful practice as a construction claims consultant and expert witness. Current PM Work includes: • The Independent, a $245 million residential tower development that will become the tallest residential building west of the Mississippi River. • RBJ Center Re-Development, a $230 million expansion of the Austin Geriatric Center site to double the affordable program population & provide a mixed-use economic engine to support the overall development. Past PM Projects include: • Seaholm Power Plant Re-Development, a $150 million mixed-use project to re-purpose the entire site of the old City of Austin power plant. • Concordia University Relocation, a $51 million effort to program, design, & build a new campus located on RR 620 – then relocate the entire university for the 2008 academic year. • St. Edward’s University, 6 projects totaling $69 million: a major expansion including a new Residence Hall, Science Building, Parking Garage, Chiller Plant and various site improvements. • St. Andrews’ Episcopal Schools, $38 million across multiple projects at both campuses, including a Library, 2 Chapels, new Middle School, classroom additions, and a Fine Arts Facility. • Greater Mt. Zion Baptist Church, a $14 million church in East Austin with a 1300 seat sanctuary. • Kappa Kappa Gamma House, a $10 million renovation / expansion of the Historic Landmark at UT. • Austin Children’s Museum, a $20 million new home for the Museum, since renamed The Thinkery. • Driscoll Villa Restoration at Laguna Gloria for the Austin Museum of Art. • Frank Fickett Boy Scout Center, home to the Central Texas scouting headquarters. • Byrne Reed House Restoration at 15th & Rio Grande; home to Humanities Texas. Recovery Projects include: Mr. Stauch has also successfully led Project Recovery efforts involving stabilization and acceleration on projects plagued by schedule and budget problems. Examples include: • Takeover, turnaround and completion of the $92 million Travis County Criminal Justice Program in 1999. The 2-year intensive effort resulted in hitting his time and cost projections for the troubled program, including claim settlement. • PM leadership and completion of the $220 million Basic Sciences Research Building at MD Anderson Cancer Center (Houston) in 2004 on behalf of the UT System / OFPC, including claim resolution. Prior Work From 1990-1995, Mr. Stauch served as the Project Manager on the award-winning $187 million Texas Capitol Restoration and Extension Program. This nationally acclaimed program was the largest capitol restoration in the nation, which he led to a delivery on time and in budget. Prior to the Capitol, Mr. Stauch served as the Construction / Project Manager for Sematech. His 2 year responsibility was an aggressive $100 million creation of a world-class semiconductor wafer fab & support facilities. The Fab was certified as a Class 10 facility at 0.8 micron. His prior work with Badgett Construction includes the Neuhaus-Royal Athletic Center and the Weaver Co-Generation Power Plant Expansion for UT Austin from 1984-1986, as well as several commercial office building / parking garages for private developers. Mr. Stauch began his career working with Austin Commercial on several large commercial office building projects in Dallas and Ft. Worth. Mr. Stauch maintains an associate membership in the State Bar of Texas – Construction Law Section. He also serves as District Council Chair for the Urban Land Institute, and serves on the Management Committee, Advisory Board and TAP Committee Chair for ULI. Justin Huling is the Director of Preconstruction for American Constructors. Justin started with American Constructors in 1999 after graduating from Texas A&M University. Throughout his development as a professional, he has held several positions in operations with the organization. His current position includes overseeing the estimating and review of constructability of projects, as well as providing macro-level guidance on the preconstruction process. As a dedicated professional with 20 years of experience in the construction of facilities, Justin provides technical, cost, design, and constructability insights that guide clients’ projects to fruition. Justin was a board member for the American Concrete Institute of central Texas and currently is involved in the Association 4 Learning Environments in Central Texas.
